เปิดมุมมองและศึกษา Position Paper ที่เสนอต่อเวทีการเมืองระดับสูงว่าด้วยการพัฒนาอย่างยั่งยืน (2025 High-level Political Forum on Sustainable Development – HLPF) ภายใต้หัวข้อ “INCLUSIVE PROGRESS: Centering LGBTI+ Inclusion and Human Rights in the 2030 Agenda”
รายงานฉบับสำคัญนี้ทำหน้าที่เป็นกระจกสะท้อนความจริงและข้อเรียกร้องเชิงนโยบายระดับสากล โดยทำการประเมินความคืบหน้าและชี้ให้เห็นถึงอุปสรรคเชิงโครงสร้างที่กลุ่มคนหลากหลายทางเพศทั่วโลกต้องเผชิญอย่างละเอียด ผ่านมิติสำคัญของเป้าหมายการพัฒนาที่ยั่งยืน (SDGs) ได้แก่

- SDG 3 (Good Health and Well-being): เจาะลึกความเหลื่อมล้ำทางสาธารณสุขและการถอดบทเรียนแนวปฏิบัติที่ดีจากนานาประเทศ รวมถึงรูปแบบการบริการสุขภาพที่นำโดยชุมชนในประเทศไทย
- SDG 5 (Gender Equality): เผยสถานการณ์ความรุนแรง การตีตรา และความท้าทายทางกฎหมายที่ผู้หญิงหลากหลายทางเพศ (LBTI) และคนข้ามเพศต้องเผชิญทั่วโลก
- SDG 8 (Decent Work and Economic Growth): วิเคราะห์ปัญหาการกีดกันในตลาดแรงงาน อุปสรรคจากการขาดกฎหมายรับรองอัตลักษณ์ทางเพศ และข้อเสนอแนะเรื่องมาตรการโควตาการจ้างงาน
- SDG 14 (Life Below Water): จัดการทรัพยากรทางทะเลและนโยบายภูมิอากาศอย่างเท่าเทียม โดยดึงกลุ่มเปราะบางและ LGBTI+ ที่เผชิญภัยสิ่งแวดล้อมเข้ามามีส่วนร่วม

- SDG 17 (Partnerships for the Goals): สร้างความร่วมมือทุกภาคส่วนและพัฒนาช่องทางการลี้ภัยที่ปลอดภัย เพื่อร่วมกันปกป้องสิทธิมนุษยชนและแก้ปัญหาอย่างครอบคลุม
เมื่อพิจารณาในบริบทของประเทศไทย เนื้อหาดังกล่าวสอดคล้องกับ The Spotlight Report on LGBTIQ+ Youth in Thailand ซึ่งนำเสนอภาพชีวิตของเยาวชนผู้มีความหลากหลายทางเพศผ่านประสบการณ์ตรง ทั้งในด้านการศึกษา การเข้าถึงบริการสุขภาพ การจ้างงาน และการได้รับการคุ้มครองสิทธิ แม้ประเทศไทยจะมีพัฒนาการด้านกฎหมายและนโยบายหลายประการ แต่เยาวชนจำนวนมากยังคงเผชิญการเลือกปฏิบัติและอุปสรรคเชิงโครงสร้างในชีวิตประจำวัน
แม้ทั้งสองเอกสารจะมีขอบเขตการศึกษาต่างกัน ทั้งในระดับโลกและระดับประเทศ แต่ต่างชี้ไปยังข้อสรุปร่วมกันว่า การสร้างความเท่าเทียมอย่างแท้จริงจำเป็นต้องอาศัยการปฏิรูปกฎหมาย นโยบาย และระบบบริการสาธารณะ ควบคู่ไปกับการเปิดพื้นที่ให้ผู้มีความหลากหลายทางเพศมีส่วนร่วมในการกำหนดทิศทางการพัฒนา เพราะการพัฒนาที่ยั่งยืนจะเกิดขึ้นได้ก็ต่อเมื่อทุกคนได้รับการคุ้มครองสิทธิและศักดิ์ศรีอย่างเสมอภาค และไม่มีใครถูกทิ้งไว้ข้างหลัง

In the context of Thailand, these findings align closely with The Spotlight Report on LGBTIQ+ Youth in Thailand. This report captures the lived experiences of queer youth regarding education, healthcare access, employment, and legal protection. It reveals that despite Thailand’s recent legal and policy advancements, many young people still face daily discrimination and structural hurdles.
While these two documents differ in scope—one being global and the other national—they share a unified conclusion: achieving true equality requires comprehensive reforms in laws, policies, and public services. Crucially, it demands creating spaces where LGBTI+ individuals can help shape development strategies. Sustainable development can only be realized when everyone’s rights and dignity are equally protected, ensuring that no one is left behind.
